What the strategy means for
When we say “regional partners”, we mean the three councils, Hywel Dda University Health Board, and our third sector partners who have jointly commissioned this strategy.
Invest in Early Years workforce
- The partners will need to make a commitment to recruiting into Early Years roles, and reducing vacancy rates in key services. This will require genuine and visible investment in the EY workforce
- Partner organisations should work with local colleges, schools and careers services to promote jobs and work experience in the sector.
- Partner organisations should ensure that staff have effective line management and sustainable workloads, and that they feel valued and noticed
- We should jointly resource common basic training for all EY professionals in the region
- We should facilitate co-location, secondments and relationship building opportunities for staff at all levels
- Partner organisations should make sure learning opportunities are made available to all services, for example by publishing recommendations from pathway pilots
Facilitate bottom-up solutions and community-led innovation
- Staff in all partner organisations should prepare for change, and doing things differently
- We should create opportunities for community-led service development and innovation
- Each partner organisation should involve families and professionals in the design and development of services
Regional collaboration to improve services and bring efficiency savings
- Partner organisations should jointly invest in a single shared online information service that is truly brilliant – this will require a joint resource for publishing and maintaining that information
- Similarly, we need joint investment in a mechanism for information management that works for all service professionals across the region
- Partner organisations should develop common referral processes, and a shared referral platform
- Partner organisations should commit to acting on recommendations from the pathway pilots at a regional level, eg regarding midwifery provision
Align budgets and identify duplication
- Partner organisations should share services and resources so that families can access a wide range of services that best meets their needs, regardless of location
- Together, the partners should commission consultation and user research to understand service professionals’ needs and family needs
- Partner organisations should collaborate on infrastructure investment to support a shared information service
